City Council

The City is governed by a non-partisan City Council consisting of a Mayor, Mayor Pro-Tem and five Council members.

Council appoints the City Manager who carries out the policy decisions of Council through City staff, the City Attorney who gives legal advice to the City and the City Clerk who maintains official records for the City.

Who is my Councilmember?

All Council members represent the entire City, as they are not elected based on a specific district. Elections are held every two years with the Mayor serving two-year terms and Council members serving staggered four-year terms.

How do I request a proclamation?

Proclamations are ceremonial documents signed by the Mayor and issued for public awareness, charitable campaigns, and arts and cultural celebrations.

To begin the proclamation process, an individual or organization should submit a written request via email, facsimile or U.S. mail. Requests must be made at least 30 days in advance of the date the document is needed.

Requests must include:

  • Contact person's first and last name, address, telephone number and email.
  • A brief summary and/or background of the event or organization.
  • The name and date(s) of the day, week, month or event to be proclaimed.
  • A draft proclamation including 4 to 6 "Whereas" clauses.
  • An indication of whether the proclamation should be mailed or will be picked up and the date.
  • A date when the proclamation is needed.

Proclamations are issued only to local agencies and organizations. Out-of-state requests will not be honored. Proclamations are not issued in honor of individuals or organizations. Proclamations are not automatically renewed. Requests must be made on an annual basis. Individuals and groups are limited to one (1) proclamation request per calendar year.

How do I sign up to speak at Council Meetings?

A City Council Public Speaking Request Form must be completed and on file in the City Clerk's Office. 


City Council Meeting Information

The City Council generally holds regular meetings on the first and third Tuesday of the month at 6:30 pm in Council Chambers in City Hall. Agendas are available on the Friday prior to Council meetings. Meetings are broadcast live on GTV8, the City's government access channel on Time-Warner Cable.

City Council agenda briefings are generally held in Council Chambers at 8:30 a.m. Mondays prior to council meetings.
