Penelope “Penny” Spicer-Sidbury
Penny was appointed as Wilmington’s first African American City Clerk in 1993. Prior, she worked in economic development and planning, and as executive assistant to Mayor and City Council. She served as the N.C. Azalea Festival’s first African American Festival President and as President of the N.C. Association of Municipal Clerks. Her husband is a local business owner and they have two daughters.
