The Administrative Services Bureau is comprised of three sections: Logistics, Training, and Lab Services which includes supporting police operations and community services. Our professional staff is always prepared and willing to serve and assist members of our community and abroad. Crime Scene Investigations Unit

The Wilmington Police Department Crime Scene Investigation Unit (CSI) falls under the Command of the Criminal Investigations Division of the Support Operations Bureau. The unit currently consist of one Sergeant, two sworn police SCI investigators, and six civilian CSI Investigators. The unit is tasked with responding to crime scenes in the City of Wilmington and assisting surrounding agencies as requested. At the crime scene, CSI's identify, process, and collect all types of evidence using various forensic techniques including photography, alternate light sources, various chemicals including Luminol, and other methods.

 

The value of collected physical evidence and subsequent analysis by trained personnel in the CSI Unit cannot be underestimated. Physical evidence is a silent witness, always present at crime scenes. Only after it has been detected, collected, analyzed, interpreted and presented will the evidence have meaning.

 

The CSI unit is responsible for collection, preservation, and the proper documentation of evidence collected during a criminal investigation. The CSI unit has received specialized training in the following areas:

 

  • Crime Scene photography
  • Crime scene management
  • Latent print development and comparison
  • DNA collection and preservation
  • Physical evidence recognition
  • Footwear Impressions
  • Death & Homicide scenes

 

The Crime Scene Investigations Unit also has the ability to examine and identify fingerprints, In-house, through A.F.I.S. (Automated Fingerprinted Identification System) and also the ability to examine and identify ballistics through N.I.B.I.N (National Integrated Ballistics Identification Network). The CSI Unit also has it's own photo lab. The CSI unit also downloads and maintains photographs taken at crime scenes.

Division of Criminal Information

 

The DCI (Division of Criminal Information) is comprised of six (6) NCIC Specialists. This unit operates 24-hours a day, seven days a week, and 365 days a year.

 

The main responsibilities of the DCI unit include:

 

·      Provide enhanced DCI/NCIC support to law enforcement nationwide on behalf of the Wilmington Police Department.

·      Monitor and manage the DCI/NCIC computer record databases including wanted persons, missing persons, stolen property, Amber/Silver alerts, criminal histories, and other law enforcement sensitive data.

·      Entering lost and stolen property into the NCIC database (National Crime Information Center).

·      Entering missing and wanted persons into the NCIC database.

·      Assist officers and detectives with the service of warrants, summons, and other orders for arrest through eWarrants.

·      Act as a point-of-contact/liaison for the court system and other law enforcement agencies nationwide.

·      Perform report writing and police records management to aid police investigations.

·      Conduct criminal background checks for investigative purposes.

·      Send and receive administrative messages and other correspondence to and from other law enforcement agencies.

Police Administrative Supervisor

 

The Police Administrative Supervisor is responsible primarily for supervising DCI clerk, police cadets, and overseeing the day to day operations of the front desk. The responsibilities include, but are not limited to: performing monthly DCI validations and reports, maintaining the DCI hot files and warrants, attending terminal agency coordinator meetings, serving as the department lead or assistant Terminal Agency Coordinator (TAC) and liaison between the agency and the SBI's criminal information and identification section, ensuring department compliance with state and national rules and regulations regarding the system and oversees system audits, supervising staff, prioritizing and assigning work, conducting performance evaluations, handling disciplinary issues, assisting with interviewing and hiring, performing data entry, filing and records maintenance and performing other duties of a similar nature or level.

 

Desk Officer

 

The desk officer is a certified police officer who is on special assignment at the front desk. (S)he is not supervised by the Police Administrative Supervisor. The desk officer reports to the Uniformed Patrol Division. There are currently 4 assigned officers at the front desk that provide around the clock assistance. Their duties include public contact via telephone and in person, assisting street officers with sensitive information, entering trespass tow information into the system, helping with reports when available, assisting other front desk personnel, managing the in house security system, overseeing and managing the downtown camera system, completing interior/exterior building perimeter checks, issuing visitor badges, manage impound lot access, and are responsible for U.S. and North Carolina flag courtesies.

The purpose of this position is to provide administrative support with answering and screening calls, directing callers and visitors, and distributing incoming mail throughout the department.

The Wilmington Police Department Property and Evidence Unit is responsible for the intake and preservation of evidence that is collected related to investigations conducted within our jurisdiction. In addition, we also catalog and store items of found property that officers come across in their daily activities. On average, the unit takes in more than 10,000 items of new property each year. The Property and Evidence Unit is also responsible for returning property to the rightful owner at the conclusion of an investigation or court proceeding, or otherwise disposing of property in accordance with North Carolina General Statutes.

Records

 

The Wilmington Police Department Records section is a controlled and secure unit.

 

This section safeguards records of vital importance and only distributes specific information to the public. The Wilmington Police Department has provided a website for the public and other agencies to obtain information. The website below provides limited information for incidents and accident reports as well as arrest information. The site also provides a bulletin event feature which allows you to view daily or monthly police activities.

 

Please note, police reports will take about five to seven business days to be posted online. Accident reports may take longer.

Fingerprinting

  • Must have a valid I.D.
  • Available Monday, Wednesday, and Friday
  • 9:00 a.m.-11:00 a.m. and 1:00 p.m.- 3:00 p.m.
  • $15.00 for 2 cards/ $5.00 each additional card (FD-258 cards)  -
  • Fee must be paid at the City of Wilmington Collections Department located on the 1st  Floor at 929 North Front St. prior to fingerprinting

 

Solicitors Permit

In order to obtain a Solicitors Permits you must have the following:

  • Valid I.D
  • Completed Application
  • Picture (will be taken by permit administer)
  • The Solicitors Permits is free of charge

 

Taxi Permit

In order to obtain a Taxi Permit / Limousine Permit / all vehicles for hire you must:

  • Pay the cost of the permit: $15.00
  • Fee must be paid first at the City of Wilmington Collections Department located on the 1st  Floor at929 N. Front St.
  • Pay cost of Federal Background check of 18.00.  (Paid directly to the FBI)
  • Have a valid I.D.
  • Have a letter of introduction from a taxi company
  • Have a completed application
  • Have a picture (will be taken by the permit administer)
  • Have drug screen results (drug screening costs: $25.00 to $35.00)
